This regular increase shortens the waiting time between the moment a teacher becomes eligible and their actual promotion.

In practice, a higher ratio means that a greater number of agents at the same grade access the hors classe in the same year. The FSU unions claim this progression as an achievement of their negotiations with the ministry.

A rate of 23% applies to a national contingent, but the effects vary by academy. An academy with a large number of eligible individuals at the 9th or 10th grade of the normal class will see more promotions in volume. Conversely, in a smaller academy, the absolute number of promoted individuals remains modest.

Feedback varies on this point: some colleagues at the 9th grade with an “excellent” assessment at the career meeting were not selected, while others at the same grade with a “very satisfactory” assessment were. Seniority in the grade weighs as much as the evaluation.

Reclassification after hors classe promotion: grade grid and index

The promotion takes effect on September 1, 2026. The reclassification in the new grade is not random: it follows a precise grid that determines your new grade and your new index.

Here are the main correspondences for primary school teachers moving from the normal class to the hors classe:

  • An agent at the 9th grade of the normal class with more than 2 years of seniority is reclassified to the 2nd grade hors classe, with retention of seniority beyond 2 years (moving from an index of 595 to 629).
  • An agent at the 10th grade with less than 2 years and 6 months of seniority moves to the 3rd grade hors classe, with retention of seniority (index 634 to 673).
  • An agent at the 10th grade with more than 2 years and 6 months of seniority accesses the 4th grade hors classe (higher index, without systematic retention of all seniority).

The net monthly gain depends on the arrival grade, but it falls within a significant range from the first month. The change of grade also opens the prospect, in the long term, of access to the exceptional class.

The new grade and the new index appear on I-Prof in the weeks following the publication of the decrees. If the displayed grade does not correspond to the grid, you should contact the personnel division of your rectorate without delay. Reclassification errors are not uncommon, especially when seniority has been miscalculated beforehand.

End of parity and recourse in case of omission from the list

Since the 2019 law on the transformation of the public service, promotions no longer go before the administrative parity commissions. Union representatives no longer sit to verify the advancement tables. It is solely the administration that establishes the list, based on the ministerial management guidelines.

This change has a direct consequence: the control is less adversarial than before. If an agent believes they have been overlooked or misclassified, they have two levers:

  • A gracious appeal to the rector or the DASEN, to be made quickly after the publication of the results.
  • A contentious appeal before the administrative tribunal, which is longer, but remains an option if the gracious appeal is rejected.
  • Contacting a union for support: even without sitting in the CAP, trade union organizations can intervene with the administration to report an anomaly.

The time frame for action is short. Gracious appeals generally must be submitted within two months following the notification or publication of the decree. Waiting until the start of September without reacting risks letting the time frame expire.
